The 2004 Ryder Cup Trophy was secured for Europe in official manner as follows--

When Lee Westwood officially completed his 1-up win over Kenny Perry, he brought the European Team's Match Point Total to 13.5 points. Moments later, when Colin Montgomerie officially completed his 1-up win over David Toms, the European Total was raised to 14.5 points, securing the Ryder Cup.

So it's Colin Montgomerie who delivered the actual "Game-Winning Hit"

Last year the PGA Tour revised its exemption rules. Any European on the most recent Ryder Cup Team, as well as any International on the most recent Presidents Cup Team, can join the PGA Tour as a full regular member, provided that such players agree to play the minimum of 15 events.

The count of 15 includes all 4 Major Championships and the three World Golf Championships, which also count as European Tour events. If Montgomerie is eligible for all 7 such events, then he would need only play 8 other US PGA Tour events. On the Euro Tour, Monty would to play 4 other events to keep his card on that tour.
