There is a golfer I play with is the best putter I ever seen, He makes 20 footers easy and never misses a 5 footer, I swear he made a deal with the devil he`s that good. I just found out he filled his putter shaft with sand, is that legal??????

Not sure, but....

I'm not sure how to interpret this, but the following is from the USGA website:

Appendix II, 1a goes on to state that:

All parts must be fixed so that the club is one unit, and it must have no external attachments. Exceptions may be made for attachments that do not affect the performance of the club.

In explaining this part of the Rule, it is easier to divide it into the following four sections:

iii) All Parts Must Be Fixed

This is interpreted to mean that no part of the golf club should be designed to move, nor should it be promoted as doing so. Therefore, if any part of a club were to incorporate moving powder, pellets, liquid, vibrating wires, rollers, tuning forks, or any number of other features which could be considered a “moving part,” it would be in breach of this Rule. Additionally, this provision is interpreted to mean that with some exceptions, when assembled, all parts are bonded such that they require heating to loosen. Of course, this does not apply to clubs with permitted adjustable features.

If the sand is loose, then that's probably not technically legal. However:
A. I don't see how it would be an advantage, since the sand will just sit in the bottom of the shaft while he putts, and in any case,
B. If he epoxies the sand (or better, some tungsten powder) in place, then it's perfectly legal. Indeed, it's how clubfitters fit clubs.

There was a golfer who won a PGA Tour even putting sand in the shaft of his putter. Can't remember his name, though.

Sounds like that dyslexic, devil worshiping, Golf guy. Made a pact with Santa. :D

I believe the governing body would rule it legal. Even though the sand might not meet the ‘fixed’ criteria it seems the intent is that it influence as though fixed.
