Preset Hips/ Clubhead Hover-ing

Does TGM mention presetting the hips and 'hover-ing' the club (instead of sole-ing it)?

What are the implications of incorporating both of them into my golf swing?

Yes to both.

The advantage to pre-set hips are to take up some backswing slack and give the hands a clearer path to the top.

The advantage to Nicklaus-like hovering is that the club WILL NOT be on the ground right behind the ball at impact either, so why put it there at address. And no penalty for the ball moving at 'address.'
