I am always sceptical of Pelz. Especially his "figures" or "percentages". He claims to be scientific, but NEVER releases verifiable data. He was so darn wrong about his aluminum shafts in the 1980s that it is wise not to trust ANYTHING he says. But he is dangerous precisely because not everything he says is wrong. But I KNOW this much, if he gives a hard number like 83/17, it is a number he just pulled out of.....thin air.

Thanks Ragman, I am a regular reader and poster at Mangum's site. The thing I like about Mangum is he is so sceptical of everything that he is even sceptical of himself.:D I have every confidence that Mangum is really in pursuit of accurate and useful data/knowledge/experience/ about putting--- Pelz is a snake oil salesman. IMO
 
I'd say yes to both; with no scientific data to back me up.

Won't argue it till my death, but that's the way I see it.
