I'm on my 4th instructor in 2 years. The current one has helped me out a lot but I have a very difficult time getting in touch with him. I can't reach him when I have a question, I can't reach him when I want to schedule a lesson. Even after leaving a message he still doesn't call back. If I call it's maybe once a week (if that) to ask a question. My buddy tried to call and setup a lesson with him and he had to call back 3x's after leaving two messages in a week in order to get something setup with him. Is this normal?

No, he's always got openings when I get in touch with him. I asked him about my buddy "did you get his message?" He said, "oh yea, I'm going to probably call him tomorrow." He works in a small golf shop and does fittings too but he's in the shop almost every day. The other workers take messages for him but it seems he simply doesn't call anyone back.
