where should I stand when others are putting or hitting tee shots?

Off the green: as long as you're still and not crowding, anywhere should be fine. Just think "gallery" distance. I've never been bothered by anyone standing anywhere behind me as long as they're stationary.

On the green: same as above with the addition of stay away from the line and don't be a peeping Tom :).
 
Outside their peripheral vision where they can't even catch a glimpse of you is best.

Not for some. I know a guy that will move you from directly behind him. (even outside his peripheral) Someone else in his group said it was to do with his old basketball instincts. Kinda bs to me but whoever it is, if they have a problem they will tell you!

Yes. Rule 14.2b states that in making a stroke a player must not allow his caddie, his partner or his partner's caddie to position himself on or close to an extension of the line of play or the line of putt behind the ball.

In the etiquette section at the front of the rules book it states that players should not stand close to or directly behind the ball, or directly behind the hole, when a player is about to play. And, that on the putting green, players should not stand on another player's line of putt.
 
I started going through the rules after I posted my question. 14.2b (Assistance) states "partner" which is someone on the same side (caddie, partner), so that doesn't apply to "opponent". Etiquette is not necessarily a "rule", although enough abuse might warrant a disciplinary action or disqualification - however, there's no penalty stroke, etc. Bummer.

Although there are no penalties the wording is specific " players should not", thus you are entirely within your rights to request they move.
 
Proper Position

Stand to the side they strike the ball and behind that position. They cannot see you and any movement will not bother them. Of course, there is always the person you cannot get far enough away from.:rolleyes:

Putting? Be prepared for the smirk, point and gesture to move off the line. Only rookies and Ams stand on lines. Pro's that are "gaming" might do it too.

Full shots? Just don't stand in front of me.
