D-Plane on cut shot

Given that the clubhead is always moving at least somewhat down and out
towards lowpoint, the base of the D-plane will always be vectored away from the golfer. If the face is open relative to the clubhead's travel, the spin will fade (or worse slice) the ball. Does this mean that a shot that is intentionally cut must be struck on a swing path angled to the left (for a RH golfer) relative to the target line?

yes, assuming you are trying to cut it toward the target.
