for those w/mac's the free product Flip4mac (http://www.flip4mac.com/wmv.htm) allows wmv files to be played in quicktime and you can frame-by-frame them...mj, i always enjoy your posts and respect your insights, but i don't think that given the angle &/or resolution of the two videos in question there is any way to definitively say that the right arm is straight/totally extended...of course that means you can't definitively say it isn't either!
