It appears to be from the outside that would be correct. BUT! Maybe....just maybe he would have played much worse if he tried harder.
Perhaps he knew himself well enough to know how much he needed to work to play his best.

Playing worse trying harder means effort doing the wrong things or giving up before the benefit is seen. Hard to work out the difference between the two, which is why a good coach needs to be there...
I do agree though that pretty must everyone has a peak performance, and maybe that was his no matter what else he did.
Although it's also a great excuse for the ego

Lietzke said he worked his ass off as a younger guy, years before he earned his reputation as a non-practicer. A bit like Jack in that respect, give or take the palmares

Update:
Had lesson today with two students and tried to have a heart to heart with them, showed them Tiger's practice routine on his website and I got every excuse; schoolwork, lack of sleep, having a qualifier the next morning when they get home from a tournament. I asked them can you look yourself in the mirror at the end of the week and say you did everything possible to get better which I did not get a response. When we finished up with the lesson I said you guys can stay as long as you want and practice and they were in their car and out of the parking lot in less than five minutes. Their college coach has spoken to both of them about their work ethic and the reason other guys are beating them is that they are working harder and smarter on their golf game. Their father wants to sit down and talk with me after their college season is over to talk about their future and I am going to be honest with him and tell him they do not want to work at it.
