balance - I believe that job 1 of the body is to protect itself. you're not gonna make a good pass at it if your body has other priorities (not falling over)

hand path - it's like a daisy chain of events. a bad handpath at the start is going to reduce your probability of having a good handpath through release

impact physics - can't be great if the first two elements are compromised
 
Could anything that doesn't include contact with the ball be considered the most important fundamentals above one that does?

I may be wrong but this seems to go right to the point Kevin. A teacher (I am not) when faced with a new student would use fundamentals as a starting point in assessing a swing. I agree that impact parameters are the place to start and only then work back to the body.
 
Assuming the golf swing is more than club head movement I feel one of the three is alignment-Position relative to the target or ball is as intended. The one time I remember Jack talking about a problem with his swing was closing the shoulders as he rotated his head prior to initiating the move away

2. Getting the shaft to normal at impact and the face pointing in the right direction at impact: can this be counted as one?

* Could say 'right' instead of 'high' here. As in the right speed for the distance you want to hit the little ball.
